Top 10 Solar Permit Rejection Reasons (And How to Fix Them)

A rejected plan set doesn't just cost a resubmission fee — it costs a slot in the AHJ's review queue, which can mean another 1–3 weeks before anyone even looks at the corrected set. Almost every rejection we see traces back to one of these ten issues.

1. Missing or incorrectly formatted PE stamp

The most common rejection of all. A stamp from a PE licensed in the wrong state, a digital stamp where the jurisdiction requires a wet or embossed seal, or a stamp with no matching license number on the cover sheet — any of these sends the whole set back. 2. Incomplete structural calculations

Plan reviewers want to see wind, snow, and (where applicable) seismic load calculated to the ASCE 7 edition your jurisdiction has adopted — not just a generic racking cut sheet. If the attachment method (lag bolt pattern, flashing type, pullout values) isn't documented for the specific roof type, expect a correction letter asking for it.

3. Rapid shutdown non-compliance (NEC 690.12)

Reviewers check two things here almost every time: whether the initiation device is located within 10 feet of the array (or clearly labeled if not), and whether the controlled-conductor labeling on the plan matches what's actually labeled on site. A plan that shows rapid shutdown compliance in the notes but not on the physical layout drawing is a common half-miss.

4. Single-line diagram doesn't match the equipment list

If the SLD shows a different inverter model, a different OCPD rating, or conductor sizing that doesn't match the equipment schedule on the cover sheet, that's an automatic bounce — it reads as an internal inconsistency, not a stylistic issue, and reviewers flag it every time.

5. Site plan doesn't reflect fire code setbacks and access pathways

Most jurisdictions (via IFC/IRC) require clear access pathways — typically 36 inches — plus ridge and edge setbacks sized to roof pitch and hip/valley location. These need to be drawn to scale on the site plan, not just referenced in a note. A site plan that "looks close enough" but isn't dimensioned correctly gets sent back for redraw.

6. Equipment not on the approved/listed equipment list

Inverters need current UL 1741 listing, racking needs a valid ICC-ESR report (or engineering letter) for the specific roof type, and batteries need UL 9540 documentation. Reviewers spot-check this against the manufacturer cut sheets attached to the plan set — an expired or mismatched ESR number is an easy, avoidable rejection.

7. Load calculation ignores the 120% rule

When adding solar to an existing panel with a busbar rating that doesn't leave enough headroom under NEC 705.12's 120% rule, the plan needs to either show a supply-side connection, a busbar upgrade, or a load calculation that justifies the interconnection point. Skipping this step is one of the fastest ways to get a correction letter on a retrofit project.

8. Battery/ESS placement doesn't meet fire and ventilation code

For battery add-ons, common misses are: insufficient separation distance from doors/windows/openings when installed in a garage, missing ventilation requirements for the specific chemistry, and fire code setbacks that differ from the PV array's setbacks. These get reviewed separately from the PV portion of the plan, so they can't just inherit the same numbers.

9. Interconnection application not filed (or not consistent with the permit set)

10. Missing an AHJ-specific checklist item

Every jurisdiction layers its own supplemental requirements on top of the base code — a specific cover sheet format, a locally-required placard, a particular structural detail for that county's soil/wind zone. A plan set built to "generic" code compliance without checking that specific AHJ's checklist is the single most avoidable rejection reason on this list, because the fix is just knowing to look.

Pro tip: Most AHJ plan reviewers check structural, electrical, and fire/life-safety as three separate passes — a rejection on one doesn't mean the other two passed. Ask for the specific code section cited in the correction letter, not just "revise and resubmit," so the fix addresses exactly what was flagged.
