NEC vs. CEC: Why Confusing These Two Codes Gets Your California Solar + Battery Permit Rejected

Two acronyms, one letter apart, and completely different jobs. Mixing up the National Electrical Code with the California Energy Commission's equipment list is one of the most avoidable — and most common — reasons a California solar or solar-plus-battery project stalls before it ever gets to install day.

Two acronyms, two completely different jobs

NEC and CEC get used interchangeably in job-site conversation all the time, and it's an easy mix-up — but they answer two entirely different questions:

A plan set can be flawlessly NEC-compliant — correct rapid shutdown, correct conductor sizing, correct labeling — and still get bounced in California because the inverter or battery model isn't on the CEC's list. Reviewers and utilities check both, separately, and passing one says nothing about the other.

What the NEC actually covers

The NEC governs how a system is built: rapid shutdown initiation and labeling (NEC 690.12), how much headroom a busbar needs when solar taps into an existing panel (the 120% rule, NEC 705.12), conductor sizing, disconnect placement, grounding and bonding. Critically, the NEC doesn't care about brand or model number. It cares about how the equipment is wired, protected, and labeled once it's on the roof or in the garage.

What the CEC actually covers

The California Energy Commission maintains a set of Solar Equipment Lists — separate lists for PV modules, inverters, and battery/energy storage systems — and each entry is a specific manufacturer and model number, not a brand or a product category. These lists are what utilities check against California's net energy metering (NEM) and Rule 21 interconnection rules before they'll approve a system to connect to the grid.

A module or inverter can carry every UL certification in the book and still not appear on the CEC list — a newly released SKU that hasn't been added yet, or a firmware/hardware revision the manufacturer never resubmitted. Either one is enough to stall interconnection, independent of whether the installation itself is code-compliant.

Why this hits solar + battery systems twice as hard

On a panels-only project, there's one equipment category to check against the CEC list (plus the inverter). Add a battery, and there's a third, entirely separate listing to verify — a battery pack doesn't inherit "approved" status just because it's paired with an already-listed inverter. Utilities and reviewers check the storage component on its own line item.

This is exactly where we see the most avoidable delays: an installer confirms the panels and inverter are listed, assumes the battery is covered by the same due diligence, and finds out at interconnection review that the specific battery model — or a recent hardware revision of it — was never submitted for CEC eligibility.

Pro tip: Check the CEC's Solar Equipment Lists by exact manufacturer and model number — not by brand — and do it the same week you finalize the equipment schedule. Lists get updated regularly; a model that was eligible when the project was quoted can be delisted, or a needed revision may not be listed yet, by the time you submit.
